I saw many mistakes this day, When someone post an application to join the faction , the server moderators and admins shouldn't reply on the applications, you must hire leaders to lead the opened factions (if not don't reply on the threat) so the human resources division or the leader will take care of it depends on the departement needs.
So, as a said before i can be a great leader of a LEO faction (as LSPD ... )
